Utrecht is expanding its city centre, partly as a result of a historic agreement entered into with the Jaarbeurs this year. The Healthy Urban Quarter, next to the Jaarbeurs and across Utrecht Central Station, is one of the major projects that can be developed even at this early stage. We invite parties that have a broad vision on the city and the future.

The Healthy Urban Quarter will be built in the Beurskwartier in Utrecht, right across the largest public transport hub of the Netherlands. Healthy Urban Quarter is a large project, and it is challenging and ambitious with respect to sustainability, health and innovation. Our objective? An attractive ‘green’, iconic building that stands out and is as recognisable as the cathedral. We are looking for a design and specifications that far surpass the average in architecture and sustainability, as well as in the mix of functions like living, working, a (cultural) public function and a plinth that is smoothly integrated with its surroundings. The image of the building should enhance the city centre atmosphere.

DEVELOPING AT THE MAJOR COMMERCIAL AXIS OF UTRECHT.
The development location is situated in the Utrecht Railway Station Area, at the corner of Croeselaan and Jaarbeursboulevard, which is part of the essential connection between Jaarbeurs, Utrecht Station, the Hoog Catharijne shopping centre, and the historical inner city. The newest Kinepolis cinema, with 14 auditoriums and a food court, is also at this boulevard. The building is easy to reach by train and of course by bicycle — the ultimate means of transport in Utrecht — but also via the ring road.

BUILDING IN THE BEATING HEART OF THE NETHERLANDS.
Utrecht is the very hub of the Netherlands, right in the middle of the country. Amsterdam, Schiphol Amsterdam Airport, Rotterdam, The Hague and Eindhoven are easy to reach. The Utrecht region has the highest growth potential of all city regions in Europe due to its knowledge economy and its young, highly educated population.
Utrecht is growing at a rapid pace. In 2030, the population will exceed 400,000 inhabitants. The inner city is being modernised. Examples include the new TivoliVredenburg music centre, the tram line to Science Park De Uithof, the World Trade Centre, the Stadskantoor (municipal office) and the large-scale renovation of the Hoog Catharijne shopping centre.
A healthy, sustainable and liveable future is the city’s great ambition. Under the agreement with the Jaarbeurs, a large area next to the station will be available for development. In this area, our ambitions will be realised: less and slow traffic,
sustainable buildings (carbon-neutral and energy-neutral), proper water management and green development render new forms of working, living, staying and going out possible. Connections with the historical centre are added, like the Moreelsebrug — another important aspect of this area development.

To ensure that the Healthy Urban Quarter will be more than a pile of bricks, the municipality of Utrecht is looking for an innovative, vigorous party, or rather a consortium of parties. Partners that can secure the development, realisation, ownership and exploitation of the property. Our collaboration should lead to a lively, future-proof result with added value for Utrecht and for the New City Centre in particular.

The tender consists of two rounds. In the first round, parties are invited to give their views on the development challenge. Next, three parties are selected, with which the views are discussed in further detail in several dialogue sessions to come to a design what is to be completed and granted in the summer of 2017.
MAJOR SELECTION CRITERIA INCLUDE THE FOLLOWING:
- Views on new inner-city challenges;
- Experience of developing complex projects;
- Creativity, vigour, and the capacity of cooperating with the large number of parties involved;
- Translating your views into a conceptual, functional and spatial plan for the property in its surrounding area;
- The ability of further developing our ambitions for health, sustainability, innovation and green at this location;
- The ability of designing, realising and exploiting an urban mix (living, working, culture and/or leisure in a lively plinth);
- The land price and the ability to furnish a realistic and feasible basis for the price offered.
